Late on this. My choice is D. Basically, had encouraged is needed to establish the sequence of event.

pls explain why D....what I could figure out between C and D...

C encourages the plan
D encourages to plan to advance....

Here is my rationalization for D. In the non-underlined segment (the first part of the sentence), the word said (which has to be correct) was used. With that, there is a need to established a sequence of event (past perfect). As it happened, the employer had encouraged her (this happens first) and the she is in the process of telling others that this took place (said - second in sequence). Since all these happened in the past, the sequence of event (first and then second) has to use past perfect to establish the sequence.
