As per the Grammer rules

one rule says that - use present participle after "be" forms (am, are , is, were, was, be, been, being)
Example: I had been expecting such reply.

other rule says that past / present perfect tense should use "have" forms (have, has, had) ("have been" "has been" or "had been") + past participle

Example: My purse has been stolen. (stolen is past participle) - The sentense is in present perfect tense?

how can there be 2 rule for same helping verb? Its too confusing for me? can any1 explain the difference?

I had been expecting such reply -> Past perfect Continuous
My purse has been stolen -> Past Perfect
