But dont you think C implies that the children employed mothers? I think A may be correct, since it is parallel.

Hmmm, I did not see the sentence under that angle. I assumed that "employed" played the role of an adjective instead of being part of past perfect tense "had employed". In other words, "had" would have been the verb, not "had employed". Moreover, you could replace "employed" by "beautiful" and you would see my point. It seems to be a debatable question although you may be right because of the ambiguity that "employed" can cause.
Anyway the answer should be D because of the use of "HAD..............EMPLOYED"
