E, because of subject-verb agreement other choices are ruled out.

E. Only choice that properly compars bet ordinary foot soldiers and the generals, and has also proper verb-determine

(E).. Subject-Verb Agreement question & ellipsis.

detemine/determines are used for both soldier/soldiers and general/generals.

(E): can be re-written as: Recently several military historians have suggested that the ordinary foot soldiers determine the course of a battle, not the generals (determine the course of a battle).

It should be E.
A and B are blindly ruled out for their dissimilar comparision of singular/plural.
C and D are ruled out for the wrong subject/verb combination.
E is simple and precise.
