your right, reading it again it does look confusing.

"It is recognized that the dangers of nuclear war are much graver than that of conventional warfare".

Let me restate:
Original Question.

"It is recognized that the dangers of nuclear war are much graver than that of conventional warfare".

I assumed the answer should be:-
"It is recognized that the danger of nuclear war is much graver than that of conventional warfare".

Because the sentence starts "It is", the word "dangers" should be changed to "danger" and "are" to "is", to keep it all singular.

KAPLAN, says that in fact its the second part of the sentence that needs to be corrected....

"It is recognized that the dangers of nuclear war are much graver than those of conventional warfare".

what I can see is:

when it uses "it is recognized.." it is referring to the FACT that is is beeing recognized, which is only one fact.
that is why, dangers, and THOSE muse be in plural....

trying to help and express my opinion, correct me if I am wrong.
thanks.

Well the "it" has no referent here. It is just an empty "it". In semantic terms it just refers to an object that is the "fact".
