I think you may be thinking about 'aid', but the context here is different.

(B) - 'at the same time' does not provide a means to compare and contrast
(C) 'and 'is wrong
(E) - 'but' is wrong

Between (A) and (D), only difference is less or fewer. Aide is countable as it's a noun referring to an assistant or helper. So aide will have to be modified with fewer.

(D) it is.
