E also seems more concise. C has active voice for considering which I don't like too much. The considering should have happened in the past and should not be ongoing as present participle wrongly implies in C

Another Point: IN (C), "change" is used as a Noun and "considering it.." represents an action which is wrong.

Only (E) can be right answer.

-' now of a limited...' -> awkward. Lenghty and lacks clarity.

(B) There have been changes in how men think of land, a change from that of simple private property to now that of 
- 'now that of ..' -> awkward construction. Lenghty and lacks clarity.

(C) There has been a change in how men think of land, a change from once considering it simply private property to now considering it 

(D) Once men used to think of land as simply private property, but they consider it now 
- 'once men' --> needs a comma between once and men

(E) Once thought of simply as private property, land is now considered

Between E and C, I'll take E. It's more concise and to the point.
