I too would go with B, though I have reservations on that too.
In my opinion, A is a bit ambiguous - it says the city was the largest in the world. It also says it had a million inhabitants in the 7th century. However the effect is lost - you can't make out if it was the largest in the 7th century itself or sometime else.
B would have been better had the "was" been placed before "the largest city...", but it still does convey the meaning correctly.
C species "inhabitants was the largest city in the world". Wrong.
D starts with "having", but never comes round to complete it.
E if it had "the" replaced by "was" it could have been probably the best statement of all.
Anyone agrees/disagrees with the logic?
