In A,B,C,D, 'it' can refer to solar power or the economic feasibility. So All are out.

E makes clear what can be achieved - that is, the economic feasibility


D should be it. E has a passive form - this is not preferred on gmat.

i believe it's D because over here it refers to Solar power and in E it does not refer that who will achieve economic feasibility

The major national leaders consulted consider solar power economically infeasible at present but that it will be so in the future.
a) that it will be so
b) that it would be so
c) believe that it will be so
d) believe that it will be economically feasible
e) believe that economic feasability will be achieved

Explanations will be highly beneficial.

Consider D too. E is in passive and is also not in parallel form.

D is right. E has a passive construct, and is not parallel. Good job, noticing that. :-D
