C is correct and for number of reasons:

A ballad by Simon Taylor, written in the same year that The Golden Sun was recorded 

=> year of recording is wrong as it qualifies year as year of recording etc..

=>"that" is needed to stress on the particular year 

"was" is used for The golden Sun

B is comparing apples to oranges.

A ballad by Simon Taylor, written in the same year of recording as   The Golden Sun shows that Taylor was a more diverse musician than is commonly believed. 

It is in fact comparing the "year of recording" to "The Golden Sun". You should add the portion in brackets to make the right comparison.
