Things tested in this case include
1. Idioms congruent with vs. congruent to. I believe the correct idiom is congruent with to thus we can automatically eliminate C and D.
2. Looking at A, B and E, B and E are unnecessarily wordy I will pick A.

Any thoughts on this?

C.

I've been taught in Geomenty that "A is congruent to B" so going by this, I would narrow my choices to C and D and since appropriate to is more appropriate I would pick C.

Not entirely sure though.

HMTG.

you know for a minute, i was confused between congruent to and congruent with. I sitll don't know which is right but i can attest that i have seen both used in literatures

I am going with A. I tried to do a search for the proper use of the idiom - congruent with or congruent to. In the context of this sentence, I feel congruent with is more appropriate. Will need the SC gurus to help me in resolving this one.

Another question - Is contrast to or contrast with correct?

With POE,

This one is tough. between A and D, I pick A.

Any choice with would is wrong. So B and C is out.
I would prefer "not always" over "many times". That eliminates E

We must note at the outset that the broad goals of the Borzan projects are not always congruent with goals appropriate to some of the cases we will discuss.
A. projects are not always congruent with goals appropriate to some of the cases we will discuss.
D.projects are not always congruent to goals that are appropriate with some of the cases that we will discuss

Just a thought,

When I look back at this question, I think it was not very tough since I missed looking at the preposition "to" with "appropriate".

Between A and D, if I had to pick, I would have easily picked A since D has a wrong preposition "with" attached to "appropriate".
