Isn't the idiom 'grounds....for' and not 'grounds to'

The correct idiom usage should be "grounds ... for" or "grounds that"

all choices with "that and should" do not stand here.

C is a bit awkward because of a preposition after verbals..

I will stick with A.

I think this SC just tests the idiom and idiom questions ususally don't have any explanation, unless other answers have more errors.

"grounds for" is the correct idiom.
