Though D and E are consistent in verb use and have parallel structure, they do not mention about Bill's friends. They are changing the meaning of sentence. Hence incorrect.
Either of A,B or C is correct.

D and E are passive and no agent has been mentioned for taking him to the assignment.

I also think the answer should be C.
But, even in C, there's no mention of who "he" is. It only states that Bill's friends met him, and took him somewhere. Here HIM could be Bill himself, or someone else not introduced. We only know that Bill's friends came to the station and took that mysterious guy somewhere. However, does it matter who "he" really is in GMAT? I don't know... I am confused myself :(
