I pick A because the first action "spend more funds renovating than it did advertising" was expected to have been completed before achieving the results (other action of attracting more students)

I think verb tense and parallelism are being tested.
B is out because it is not parallel.
C is out because it makes the sentence sound as if none of the actions has taken place.

D, if you read properly almost gives the sentence a new meaning.

E is awkward with the 'should'

Sorry, can't see the logic. What do you mean under "the first action"?

I pick A.

B is out for lack of parallelism
C and D out for "future tense"... when the statement shows that funds were spent in the past...
E is just wrong.. can't use the "should" with the 'IF' at the beginning of the statement.

Can anyone explain why D is wrong here? Isnt this a case of subjunctive?

The second part of the sentence is in past tense: 'it would have been able to attract more students' . So, I believe the underlined portion should be in past tense and not subjunctive.

correct me if I am wrong.
