D it is.

We need paralellism too. to consider and to deal

(A) how they would have to act strategically to deal with them
- wrong pronoun THEM
(B) how to deal with them if strategic action would be necessary
- wrong pronoun THEM
(C) what would be necessary strategically for dealing with such an event
- OUT needs to deal
(D) what strategic action would be necessary in order to deal with such an event
- good
(E) the necessity of what kind of strategic action in order to take for dealing with it
- weird structure again


Agreed with D. actually, ritesh did a good job to explain it.

On second thoughts, B is also looking tempting to me because of a parallel(not exactly tho') consider to......how to---------> I know I could be totally off but still giving it a shot, waiting for the OA.

D here as well; all other choices are worded wrong, not follow paralellism, or have a misplaced modifier or even worse - a not-so-clear use of pronous. D sounds best
