To do so is preferable, but is there any reason why C is wrong? Thanks.

The preferred idiom here is ‘to do so’.
We can eliminate the other options based on this alone.

(A) it was unusual to do it
(B) it was unusual to do so
(C) doing that was unusual
(D) that was an unusual thing to be doing
(E) it was not usual to do - wrong intent

In Option C ‘that’ incorrectly refers to the action (wrote) that follows. It is not the right usage in formal/standard English, although we hear it a lot in colloquial speech.
