I'm going with D. Maintains parallelism with the subjunctive tense... "will be struck" in the undelined portion and "can be expected" in the last part.

A,B,E can be ruled out for "should".

"Will" is a correct usage than "should" hence A ,B and E are out.

Between c and D. D maintains the correct parallel form, "each year ...,while each year" so D looks correct. If we have to apply C to the original question, we will notice that "... once in each year, while each year almost..." making the sentence awkward.

So my answer is D.

C is wrong because C says .......once in each year.......The essence of the sentence is - each year a human being will be struck and not whether he/she will be struck once or twice!

A, B and E are easily out as should cannot be used in second or third person and more so in a subjunctive!

I thought it would be between D and E and I chose E. 

I thought D was too definitive "will" versus E "should"

can anyone explain this a little further?

I go for E. "Should" can also be used to express " a possible or expected future event".

- A and B are just awful.
- I like C, but it doesn't really look parallel in the sentence
- Between D and E, D is better. The use of 'should' suggests a probability. 'will' is definite, and this goes well with the word 'can be expected to' later in the non-underlined part of the sentence

D for me.
