IMO,I go for B with the best comparison between infrastructure costs and the costs of any other single area.

D and E are out. "larger infrastructure cost increase' is not idiomatic

A - bad comparison
B - 'costs of' is not idiomatic
C is the best choice. We're comparing cost in infrastructure vs cost in other area

Only C correctly compares 'Infrastructure costs' and 'other area's costs'

B is analogous to - 'G has an increase in X's costs this year than in costs of Y --> Comparing 2 unlike things

On exam day, I would have gone with A, but C now, does look better...

OA is B.

Explanation:
Spot the Error ( to learn more about the common error types and how to spot them):
Look for Comparative triggers. The use of "larger...than" indicates that infrastructure costs should be compared to other costs.

Rule and Fix:
A comparison must be of two similar things and must be balanced.

POE:
A and D both improperly compare cost to an area.

Chunk and Compare:
Compare B to C.
C reverses the order of costs and area which makes it not similar to the structure of the first part of the comparison "larger increase in INFRASTRUCTURE COSTS"

Compare B to E.
E unnecessarily uses "it did" and "increase" both of which are unnecessary.

Reread your choice:
Choose B
