"rising of personal bankrupticies" doesn't sound good, since it is not the bankruptcies themselves that rise.

It just is that there's a rise in personal bankrupticies.

Therefore, I pick (B)

There is no alterrnation in the sentence hence , D & E are out 
in C - While indicates simultaneous activity and is out 
in A Just when - is awkward !

B is idomatic - "Even As" and is best !!

) OA is indeed B. There is no OE but I think the 'raise', incorrectly used in A should have raised hackles....as usual, I missed it...
