I believe "consider X Y" is idiomatic, whereas "regard X as Y" is also idiomatic. (Am I right? Those two idioms always make me confused)

Thus, (B), (C), and (E) are out.

I vote for (A).

Although "considered X as Y" is alright in colloquial terms, it is wrong in GMAT world. This is a common GMAT trap. Only A and D are left. D is wrong because it is not Carter who himself set free the slaves but rather his act of signing the deed of emancipation. Only A's absolute phrase establishes this relationship.

As Paul already explained, A is correct as the idiom "consider x y" is correct in GMAT english.

" more than the 500 slaves" is awkward coz all his slaves were defined ----> B and D out.
The correct position of "the" must be in front of " more than 500 slaves".
Nothing wrong with A coz it also uses correct form of particle phrase.
