B should be the right choice. FIRST in the Texas Senate and LATER in the US..... So D and E are out. The first sentence is a modifier so after the comma Barbara Jordan must folllow, which leads us to B.
it is B.
The clause "Although she had been known as an effective legislator first in the Texas Senate and later in the United States House of Representatives" should be followed by a modifier as correctly done in B. Barbara Jordan modifies the entire clause.

The original sentence tries to say that although Barbara was known, she gained the national recognition in blah blah ....."not until" in A, C and D distort the meaning.

when she participated in the hearings on the impeachment of President Richard Nixon, which were
the bolded part in B doesn't look good. Which is generally used to modify preceding noun (President Richard Nixon here)..but here it seems like modifying the whole clause.
D and E are wordy. In C which doesn't have a clear reference: what is which refering to?, participation or hearings?. The same for A. What is "it" refering to?
