It is clear that the relative clause must begin with  the  and not  their  because  France  is mentioned at the end so A and C are out. Key point in the first sentence is the rate with which fatty foods are consumes and D describes this the best.

But OA is B. now I can't find anything wrong with D. Can somebody explain what is wrong with D?

D doesn't make any sense.

i picked D) as well...but i think its wrong because "consumed" refers to "rate" and that distorts the meaning.

I think the rate in this question is the rate of people who consume fat food, not the rate of fatty food consumed. So D is out.
