in D looks incorrect.

The subscription rates --- is plural. so we need to use have.

so A, B and C is out.

E is using wrong tense.

so D should be the answer.

Use of have is needed because of "....the subscription rates...". A,B, C are out.
D: "...number of subscriptions....": also requires "have"

Any comments on D's explanation above???

First, subject/verb agreement between "the subscription rates" and "have incrased". Second, D states the best comparaison.

Explanation:

Spot the Error:
The presence of underlined verbs indicates that verbs are being tested. The presence of "has...increased" and "has decreased" in the underlined portion indicate that the sentence is testing verbs.

Rule and Fix:
A verb must agree with the noun that is refers to and must use the appropriate tense. The verb "has...increased" is singular while the subject it refers to is plural -- "subscription rates". The correct form should be "have...increased".

POE:
Since the underlined verb "has...increased" is incorrect eliminate A and any choice that repeats the mistake. This eliminates A and B.

Chunk and Compare:
C and D. C uses the incorrect simple past form "increased". This is incorrect because the action began in the past and is still ongoing (identified by the "continuously") which means we need the present perfect (have/has + past participle). D correctly uses the present perfect. Eliminate C.
D and E. E uses the relative pronoun "that" which is the incorrect number (that is singular and "those", for "rates" should be used here.) Eliminate. E.

Reread your choice:
Choose D.
