Cause - Recent
Effect - Implemented and still effective. So we need "limits" as suggested by simple present tense

E is out because ETS doesn't reward "passive" people :wink:

C is right to me.

Limited gives a meaning that the rule is not continuing now. Hence, discard choices A, B, D.

E is wordy and hence C is correct.

OE:

Spot the Error:
The presence of underlined verbs indicates that verbs are being tested. The presence of "limited" and "had been allowed to wear" in the underlined portion indicate that the sentence is testing verbs.

Rule and Fix:
A verb must agree with the noun that is refers to and must use the appropriate tense. The verb "limited" describes the order from the NBA and is correct in the past since it was issued a month ago.

POE:
Since the underlined verb "limited" is correct eliminate any choice that changes the form. This eliminates C and E.

Chunk and Compare:
A and B. B uses the passive voice "were being allowed" while A uses the active voice "had been allowed". Eliminate B.
A and D. A uses the incorrect past perfect. D uses the correct present tense since the gist of the order is still effective in the present. Eliminate A.

Reread your choice:
Choose D.
