Remember the famous V-A-N rule? In the order of protocol, a verb stands first, followed by an adjective and then finally the noun. ex : 1. he hesitates-- a verb -the first preference 2. He is hesitant - an adjective m the second choice 3. He has hesitation -- a noun, the final choice. In the context, we have no verb; there are only adjectives and nouns. Hence, the choice of the adjective
