whatever comes before the comma must modify "the administrators".

Neither (a) nor (b) could modify the administrators, so those two are out.

(C) should have "worrying" instead of "worry" and the second half isn't parallel - eliminate (c).

(D) is very awkwardly worded, so unless (e) has a grammatical error, we'll get rid of (d).

(E) is gramatically correct and stylistically superior to (d): choose (e).

A and B are incorrect becuase the begining phrase incorrectly modifies administrators.

C is not parallel in the list cuts and as the cost.

E. this is parallel, does not incorrectly modify and does not have any other problems - therefore, it is the correct answer.

All the above-mentioned errors make sense with their respective choices, but in option (E) "to worrying" seems to be incorrect. Isn't the usage of "to+verbing" wrong and it should be "to worry".
