My answer is B.
I too dont understand the meaning of the sentence, but I will go with B because I feel that the "it" and "they" in D and E miss something and "touch it" in A and C seems wrong.

Even if one does not understand the sentence, only D correct conveys the idea that the the streets stretch out to philadelphia until "they" touch it.
"They" correctly refers to the plural "NY city streets" and it clearly refers to a noun philadephia
E.
it touches it in E...is poor construction...which it refers to what .

i worked out somewhat like this:

I thought that part of sentences connected by and should be parallel in construction. plus i also thought that "they" shoould be used to refer to NYC streets.
guess first part of reasoning is not really correct.

Sure , they should be parallel...but here all of them exhibit "similar" constructs
