i have no idea what this sentence wants to convey. Still i will try. My answer: D two parts connected by "and" are parallel. Other choices break parallelism. Stolyar do let us know the correct choice and reason for same. -vicks

I too dont understand the meaning of the sentence, but I will go with B because I feel that the "it" and "they" in D and E miss something and "touch it" in A and C seems wrong.

As u can c, I m soooo bad at explaining my answer.

Even if one does not understand the sentence, only D correct conveys the idea that the the streets stretch out to philadelphia until "they" touch it.

"They" correctly refers to the plural "NY city streets" and it clearly refers to a noun philadephia 

E.
it touches it in E...is poor construction...which it refers to what .

A & C
until touch it .. is poor usage..and leads us nowhere

B.
Until touching it ...poor usage... 

All others do not come close..

i worked out somewhat like this:
though stretching out toward Philadelphia until they touch it,  and  northward until they touch New Haven, Hartford, Springfield, Worcester, and Boston
 I thought that part of sentences connected by and should be parallel in construction. plus i also thought that "they" shoould be used to refer to NYC streets.
guess first part of reasoning is not really correct.
