A. a greater proportion than it was
B. a greater proportion than
C. a greater proportion than they have been
D. which is greater than was so
E. which is greater than it has been

"which" is used to modify a concrete noun, not a whole clause --> eliminate D and E right away.
" was" in A is incorrect , it should be "did"
"they have been" is even worse coz "they" must be "it" and the tense must be simple past and the verb must be "did"

B looks fine.
