My answer is (A). It took me 42 seconds.
(A) A careful reading of this version does not reveal any glaring errors. The comparison between "between 2000 and 2010" and "in any previous" is parallel and sensical. I focused on the comparison part in other options.
(B) "they" in "than they did" does not have sensible antecedent. The corrected version is "than the price saw" or "than it did".
(C) "what it did" cannot be compared with "the price of gasoline", nor can it be compared with "between 2000 and 2010".
(D) "in any ten-year period" include the ten-year period between 2000 and 2010.
(E) See (B).
