guys,
is the use of ever here correct in saying "ever more precise ". even more than what ?

i think more x than ever is more appropiate here and D looks better to me than A.

IMO, "that" is not refering to scientists.
"that" is just a conjuction here. that...........will enable.......
A is good because:
- "to make" is properly used
- "that" is needed
- "them" is clearly refering to "scientists"

The Near Earth Asteroid Rendezvous (NEAR) spacecraft will orbit the asteroid Eros for a year, slowly moving closer to the surface of the object to make ever more precise measurements that scientists hope will enable them to understand how the solar system formed some four billion years ago.
