Jackie, the answer is D.

First, I chose A&D b/c contextually 'support from' is appropriate in this sentence. B/W A&D I go for D because of "to seek". If we use "seeking" like A it mistakenly imply that the museums are still seeking for support.

Correct me if I am wrong.

Narrowed it down to C and D…….. to seek and to increase maintain parallel construction.
Will go with D as in C Britain’s First national museums is wrong as there is only one first…
