The sentence needs a subordinator clause or else it turns into a 'run-on' sentence with two independent clauses. 'While' in options A and B is the subordinating conjunction and aptly so. Option C gets 'as' but misses out on noun after the phrase 'thousands of not so well known' leading to ambiguity. Does 'thousands of not so well known' refers to influential people, presidents or others? Also, it changes the non-essential clause 'not so well known' to an essential clause changing the meaning of the sentence. 'Despite' in option E changes the meaning of the original sentence. Options C and E are out.
Split 2: 'its' vs 'their'
The last word of the sentence is 'national parks'. Therefore, we need to use 'their' to refer to the plurality. Option A is out.
Split 3: Option B vs Option D
Option D does not maintain parallelism. It uses 'have contributed' and 'worked'- instead of using 'have worked', the present perfect form. Option D is out.
Option B is correct.

If we read the remaining part of the sentence , start with " have " and talk about national parks -- which is plural ., so should be their
parallel entities :
1. many influential people such as presidents Roosevelt and Carter contributing && 2. thousands of others who are not so well known, have also worked as volunteers
So to make them parallel contributing should be made as " have contributed " and the use of who in the second sentence should be converted to direct clause .
A. While many influential people such as presidents Roosevelt and Carter contributing in its development, thousands of others who are not so well known, have - wrong for the above reason
B. While many influential people such as presidents Roosevelt and Carter have contributed in their development, thousands of others, not so well known, have - Correct
C. As many influential people such as presidents Roosevelt and Carter contributed in their development, thousands of not so well known - Not parallel-Wrong
D. Many influential people such as presidents Roosevelt and Carter have contributed in their development, and thousands of others, not so well known,-Not parallel , and meaning changed as no use of while / contrast here
E. Despite many influential people such as presidents Roosevelt and Carter contributing in their development, thousands of others, not so well known, - Not parallel -wrong
