We need..." allowed..to take credit"

this eliminates CDE

"they" in A has a pronoun error ,we dont whether it refers to these 2 people or "others"

B remains-- clealr mentions that the two women were responsible.

B is better over A. among others, "the two women" is more clearer than "they".

- "allowed....to take...." is correct

Allowed + infinitive, so A and B are left

in A who are "they"? the ladies, the historic programs or the employment, social security and etc... which doesn't make any sense.

so B for me

allowed to take credit is correct. Hence C/D/E are out.
