Nothing is wrong here
A is the answer
D and E have past tense, which refers to lack of stucture and orgz today
C is a gerund and can't replace the verb
B is unidiomatic... "lack something" but not "lack in something"

I am not 100% sure here, but "has evolved" which is present perfect tense, means that the process is still ongoing -> it started in the past and continues in the future, so that is why I used present continuous here
