A. the way it is

D. complaint; fill out a police report and then meet with a lawyer, get help with crisis, and safety planning, housing and emergency grants,
E. complaint, or fill out a police report or meet with a lawyer or get help with crisis and safety planning as well as housing or energy grants
All the options seems pretty confusing to me.. i thought ';' is only used between two independent clauses
Please help
