I think E is wrong. Consider this

E. a number double that of 1977's
Substituting for "that" and putting the implicit word at the end we get:
a number double the number of 1977's number

IMO D.

"it" is ambiguous in C. "it" may refer to "nation's clergy" or "percentage"
D removes the abmiguity.

IMO it's E. You need "something" which makes the association with the number 23888 clear - "a number" clearly points to 23888

D it is.

We are talking about double the number of female ministers.

A is wrong, we're measuring a number; use many, not much
B incorrect comparision of number with year
C what is it? the clergy, percentage?
E sentence is plain wierd

OA is D.

B is wrond because for B to correct the sentence should end with " as in 1977"

C is wround because "what is was" in unclear

A is wrong because much refers to ministers

E is wrong because it wordy.

Yep, (D) removes the ambiguity. This is one of those rare case where "double" is used.
