i got C too, but OA says B...i think OA is wrong

It's B.

C has a problem - "they" in "and instead they proposed" has an unclear referent

also, "a series of smaller steps, intending.." -- it is the politicians who were intending the protect the fish not the "series of smaller steps".

Please post the OA.

Politicians, not the ambitious plan, is modified in the sentence. Hence d & e are immediately eliminated.

A is lengthy and awkward and unidiomatically uses "instead of".

C is wrong because "intending to" is the unidiomatic.

B is concise and right !!

This is a 100% B.

D and E are out because its the politicians who made the decision not the plans.

C is out because of plan for protecting.

B is a classical example of multiple modifiers modifying a single item.

Finally reaching a decision, proposing X, politician did Y.
