I am not a verbal guru. So I am not sure.
I think it is E.

Only C and E have two AS's. C doesn't sound right. <- i know it is not a good explanation.

Correct comparison and concise. A is too wordy for GMAT.

It's E as "as strong as" is an idiomatic expression.

for some mysterious reason, I think we need "that" after Clean Air Act. But "so strong as" in B is awkward.

Selecting (E) for brevity.

was blinded by D :cry: and completely missed out on AS/AS part... talking about time pressure and stupid mistakes...

I know what you mean.
I think I was blinded by the pressure when I took the GMAT last weekend.
My verbal score was 6 points less than my usual performance.

"at least as strong as" maintains brevity and at the same time carries the gist of the original sentence.

So E it is

I think..in C "Clean Air Act" is too far from "favored"

favored what?

Clean Air Act.

In E, that is easy to notice. My 2 cents :lol:
