I am between C and E. I think the meaning shoud be: some people denounce big goverment and at the same time some support many goverment programs. I think is E is more clear.
What is OA?

I don't see anything wrong with A.
For the others... I think "supporting at the same time" seems awkward. Also "while" is preferred over "but" in this sentence.

I would go for B. I don't like A because "saying government" really means that the government is doing the saying. Take a look at this example to see my point:
The running man passed out after pulling his muscle.
In this example, the word "running" is strictly desribing "man." I'm not talking about any man, but I'm rather talking about the man who is running.

So after knowing this, does the phrase in option A "saying government" convey the intended meaning? I don't think it's the government who is saying this.

Against all odds, I would like to go with C.
Any of the right answers should have either Denounce....Support pair or Denouncing....Supporing pair.

C & E are the only options that support this criteria.

Now as per C sentece will become
i.e. they denounce big goverment (ignore middle part as it is only modifier), while they support at same time...

As per E sentence become
i.e. while they are denouncing big goverment, supporting at the same time...

Now position of "While" is important in these two sentences. While in frist case it is making perfect sense, in second case it is little awkard. So I will prefer C over E.

I think C is correct:

A - they denounce big goverment, saying goverment is doing ......., while at the same time supporting

B - they denounce big goverment - they say that government is doing ....... - but supporting.....

C - correct

D - while they denounce big goverment, saying that government is doing ......., at the same time supporting.....

E - while they are denouncingbig goverment - they say that government is doing ....... -supporting.....

First thought was [A], wavered on [C], but stayed with [A] because of "say" in [C].

I'd say we could all make a better answer choice [F], but that's not relevant I guess, haha.

What does OA say?

Excellent question. My own thoughts on it.

"While at the same time" sounds redundant to me - it should either be just "while" or "at the same time" - any thoughts ?

If this is not the case then A is the best option. If this is the case then B is the only option.

Nothing wrong with the question stem- IIsm is maintained through "saying" and "supporting". At the same time the use of "while" brings out the contrast and hence the clarity.

Sentence parallel issue:
They denounce …., while at the same time support … is correct parallel.
A: They denounce …., while at the same time supporting … is not parallel + “saying” missing that.
B: they denounce… but supporting not parallel – eliminate it
D: they denounce … supporting – parallel issue
E: Parallel issue
Answer: C
