'his or her ritual' is too wordy - B & D are out.
'was the greatest patron...' does not go well with '...was the cynosure...' - A is out.
'which is...' is too wordy, and should refer to the Emperor, not the culture - E is out.
agreed, it should be C .. though I was torn between A and C ... not knowing "intending to" is wrong ... but the explanations written here make the choice C a clear winner ..
