I think the answer is C.
This is how I picked it, I looked at the word intending, which did not make sense here when you say intending to.... like still doing it....
so based on that I eliminated A,B and D. So then I was left with C and E.
E has a problem with "which" is it seems to refer to culture ( how can a culture be sitting or standing?)
so then I was left with C

Yeah - agree with C.
'his or her ritual' is too wordy - B & D are out.
'was the greatest patron...' does not go well with '...was the cynosure...' - A is out.
'which is...' is too wordy, and should refer to the Emperor, not the culture - E is out.
