Don't understand why you take out D. That seems a clear sentence than A.

Good question and going with A.
I think "but nonetheless" sounds redundant to me. "nonetheless" alone conveys the required meaning.

The OA is A.

Research has shown that when speaking, individuals who have been blind from birth and have thus never seen anyone gesture nonetheless make hand motions just as frequently and in the same way as sighted people do, and that they will gesture even when conversing with another blind person.

I really doubt if the parallelism applies to 'that'. One reason is 'they' in the last clause in that case doesn't refer to anything. Right?

Two reasons for choosing A:

1. "have thus" is better usage
2. that..that parallelism
