Longtime California highway engineers say that in no period did the Pacific Coast Highway take a worse battering than it did in the winter and spring of 1983, nor was there ever a greater mud slide in the region than the one that occurred on may 2, 1983.

**Incidentally, this question must have been written before 2004 because the infamous "La Conchita mudslide" was by far the worse on record. SoCal residents can attest to this.

- nor was <blah1 blah1>

B would have been correct, IMO, if it said:

Longtime California highway engineers say
- that in no period did <blah blah>
- or that in no period was <blah1 blah1>

Is the tense correct? shouldn't it be : ... had the PCH taken a worse battering than it did.
I think past perfect is required since it is about hypothetical events occuring before 1983...

and there were few SC such this one, and if I can remember, there were constructed with past perfect.

Am I wrong?
