I'll go for E because they refers to journalists or stations.
Moreover, Im not sure about the future tense.

Well the reason its not (E) is the construction before or must be same in structure as the construction after or.

that is will be or could be....

These two match but not in (E) which says would or could be.The be is midding in the first part.

In questions such as these say for example whr not only but also is used.
the construction after nopt only must match the construction after but also.

This maintains parallelism.

use will when looking forward from the present to the future.
use would when looking forward from the past to the future.

I'll reconsider my answer and will go for C.

The point which convinces me is that THAT is missing in E.

No they are not but what do you think is better:

I think you will do better. :yes
OR
I think you would do better. :no :no :no :no

This is kind of prediciton. Always use "will" with predicitons.


I think you can do better. : yes
OR
I think you could do better. :yes

Here "can" and "could" are interchangable.

I can do it - indicates capability.
I shall do it - This is more forceful; simillar to 'I will do it'

General usage is like this:

"Can" for capability
"Shall" for obligation or compulsion.
"Will" for personal discretion or strong conviction

I think imho, the answer should be E. More than anything, THEY has ambiguous reference. They can be the nuclear power stations or international journalists!!
In E, the clear reference is made, that it is the power stations.
