I would go for (C) for parallelism.
and the use of whether.


I am going with C. Jus could find only one mistake of inappropriate usage of "whether"

COuld you please show me the parallelism point...

C reads like this

Researchers agreed that the study of new treatments for heart attack patients was extremely important but that more research was needed to determine whether balloon angioplasty preceded by ultrasound is any better for heart attack patients than the balloon procedure by itself

Coming to parallesim

that more research was needed to determine

The above 2 clauses about the researchers aggrement as needed should be in parallael.

whether is needed 'cos there are options more than 1

The underlined thing should be referring to doctor's agreement so we need a that

Also but is an negation/deviation from the original idea so it should be parallel with the clause

the study of new treatments for heart attack patients was extremely important

So C is correct IMO
