Actually, I myself got it as C but it is not given as the official answer and so was wondering if any of you smart people can throw some light on this one.

Is it B ?

C,D and E use "which", whereas to refer to a place ("state") "where" is more appropriate.

Which is a relative pronoun that refers to a noun...
A noun can be a state, a name, a city, a country. etc etc

B is incorrect. It does not convey the intended meaning

K, here is my 2 cents.
(B)'s "...circulation under a unanimous ruling..."?
is suspect.
I would have gone with (C) if i saw this Q on the exam.

if IT in B is ambiguous , so is in C. what u say?
one more doubt , ETS says avoid using passive voice sentence in GMAT.
i doubt C is correct.
