Seems the answer is D :-D

would go for A

D. was banked with dirt as high as
D seems to imply that the dirt was procured in 3-4 ft high slabs

whereas A conveys that dirt was used to bank to given height.

oa and oe ?

Going for A. the other answers compare dirt to height.

Great point bui, mayb late, but going for A.

What i believe is idiomatic is "as high as 3 or 4 feet"
or "upto a height of 3 to 4 feet"
