this is a very idiomatic expression, a clearer way to read it would be:

'they cannot help themselves from criticizing'

not:

'they cannot help but they can criticize'

Reread the sentence in the proper context and the meaning is clear.

On first look I picked A but on a closer look narrowed on C.
C conveys the meaning more clearly .

no but the following is idiomatic and very natural to say...

'they cannot help but criticize'

and the concerned question has that as one of the answers.

Hmmm - it IS a strange choice!

Both A and C are acceptable usages, IMO. The Kaplan Verbal Workbook states a good rule in this regard - 'If there is an option with fewer words and still makes sense, go for that option.'

Thats what I did and ended up with C.
