Even though the law mandates that all passengers in a vehicle wear a seat belt, still approximately 20% of the population refrains from doing so.

A. Even though the law mandates that all passengers in a vehicle wear a seat belt, still approximately

B. Even though the law mandates that every passenger in a vehicle wears a seat belt, approximately

C. The law mandates that all passengers in a vehicle wear a seat belt, still approximately

D. The law mandates that all passengers in a vehicle will wear a seat belt, yet around

E. Even though the law mandates that every passenger in a vehicle is wearing a seat belt, approximately

Official Explanation

(A) This answer choice is stylistically flawed. Both Even though and still describe an opposition relationship between the two parts of the sentence. We only need one opposition conjunction to express that relationship; using both is redundant. The use of a Double conjunction is one of the specific redundancies that should always be corrected.

What helps us identify this redundancy is the following Stop Sign:
Though/Although/Even though/Despite/In spite of... later followed by but/yet/however/still/nevertheless

(B) Although this answer choice corrects the original Redundancy error by not using two opposition conjunctions to describe the opposition relationship between the two parts of the sentence, it is grammatically incorrect. Mandates is one of the nine verbs to which the Subjunctive rule applies (if it is followed by that). This means that the next verb after mandates that should be in base form. However, wears is not in base form.

(C) This answer choice corrects the original Redundancy by using only one opposition conjunction (still) to represent the relationship between the two parts of the sentence. It also correctly uses the Subjunctive form by keeping the verb following mandates that in the base form (wear). Notice too that still is a conjunctive adverb which means that it is connecting clauses and works as an adverb but it is necessary to have a semicolon before that adverb and a comma after it

(D) and E are same as B

Answer: C

Official Explanation is definitely wrong. Still is not an conjunction by any standards.

This is a very poor example. If semicolon were there, it would be correct.
