more varied account services can't be compared with thrift institutions.. Don't think A fits the bill.

Prior to 1975, commercial banks could offer more varied account services than thrift institutions, albeit to a limited segment of the population.

more varied account services than thrift institutions

more varied account services than could thrift institutions

varied account services more than thrift institutions

varying account services more than could thrift institutions

more varying services than thrift institutions could

A,C-> Wrong comparison

D -> more X than Y is the correct idiom

Between B and E, go with E
E completed means that
X could offer more services than Y could (offer)

OA is B

Although I didn't think 2nd could was necessary.. This is according to PR.

Does anyone know if GMAT would want a 2nd could or if it should be assumed?

here is what PR said:

B should be read as :

banks could offer more varied account services than thrift institutions COULD

without the COULD the statement would wrongly end up comparing: account services and thrify institutions.
