as varied as> this modify countries ? or natural resource..I think it is natural resource. so AS VARIED AS those of should correct rather as varied as ..

A is the correct ( OA is A) 

I doubt on C too

If C were correct then the sentence should be read as:

 are having a positive effect on the environment and natural resource base of countries as varied as those of (the environment and natural resource base) China, the Netherland and Hungary. 

What does not make much sense...
